jbibtexとウムラウト

TeXのソースを全部shift-jisで書いているので，bibファイルもshift-jisだ．
ウムラウトは\"{o}とかでできる．
bibファイルがウムラウト含むとき，bibファイルの項目を""で囲むとエラーになる．

@Inproceedings{bloehdorn2006t-tsfhfs,
  author = "Stephan Bloehdorn and Olaf G{\"o}rlitz and Simon Schenk and Max V{\"o}lkel", 
  booktitle = "Proceedings of the 6th International Conference on Knowledge Management (I-KNOW 06), Graz, Austria, September 6-8, 2006", 
  month = "September", 
  title = "TagFS - Tag Semantics for Hierarchical File Systems", 
  year = "2006", 
}

こういうときは，

@Inproceedings{bloehdorn2006t-tsfhfs,
  author = {Stephan Bloehdorn and Olaf G{\"o}rlitz and Simon Schenk and Max V{\"o}lkel},

""ではなく{}を使う．
使い分けがいまいちよくわからないなあ．
